The Capacity Building Developmental and Capacity Building Pilot opportunity is part of OSHA's Susan Harwood Training Program, a discretionary grant program authorized under Section 21(c) of the Occupational Safety and Health Act of 1970. OSHA originally established this grant program in 1978 and later renamed it in 1997 to honor Susan Harwood, a former director in OSHA's Office of Risk Assessment. The basic purpose of the program is to fund nonprofit organizations so they can build and deliver training and educational efforts that help small business employers and workers recognize workplace hazards, avoid them, prevent injuries and illnesses, and better understand both worker rights and employer responsibilities under the OSH Act.
For fiscal year 2019, OSHA set aside about $4.5 million specifically for capacity building grants under this program, with the understanding that awards depend on federal appropriations and available funding. OSHA anticipated making multiple awards through a competitive Funding Opportunity Announcement (FOA) and projected roughly 80 total awards. Grants supported a 12-month performance period that had to begin no later than September 30, 2019, and would run through September 30, 2020, making this a time-limited award focused on developing or strengthening an organization's ability to provide effective safety and health training.
Two funding tracks were offered. The Capacity Building Developmental grant had a maximum award amount (ceiling) of $180,000, and the Capacity Building Pilot grant had a maximum award amount of $80,000. While both tracks fall under "capacity building," the structure signals that the developmental option is meant for more substantial build-out of training capability, while the pilot option supports a smaller-scale effort to test or launch capacity-building activities.
Eligibility centered on nonprofit organizations. Examples explicitly included qualifying labor unions, community-based organizations, faith-based organizations, and employer associations, as long as they were not agencies of state or local government. State- or local-government-supported institutions of higher education could apply under the federal grants framework in OMB 2 CFR 200 along with Department of Labor exceptions in 2 CFR 2900. The FOA also made clear that tribal and Native-serving entities were eligible, including Indian tribes, tribal organizations, Alaska Native entities, Indian-controlled organizations serving Indians, and Native Hawaiian organizations, consistent with Executive Order 13175.
The competition rules were strict about submissions. An organization could receive only one Susan Harwood Training grant award in a given fiscal year. If an organization submitted multiple applications, OSHA would only review the last complete and viable application package submitted. Just as importantly, once an application was submitted it could not be edited; there were no post-submission corrections or add-ons. The only way to change a submission was to submit a new, complete application package, which would then replace earlier versions for review purposes.
